When a member is receiving more than one qualifying service, responsibility for completing NC-TOPPS interviews is determined by a hierarchy of services based on age and disability. The provider of the service in the highest order in the NC-TOPPS hierarchy is responsible for NC-TOPPS interviews. As services change, the NC-TOPPS record will be transferred to the provider agency providing the next highest level of services in the hierarchy.
Members who receive intellectual and developmental disability (IDD) services and supports as well as mental health (MH) or substance use disorder (SUD) services require NC-TOPPS participation only when the services are predominantly treating MH or SUD needs
