Provider Responsibilities
Superusers
- There are a variety of provider responsibilities. This includes having an active superuser who oversees NC-TOPPS for the agency
- Superusers are responsible for the ensuring the staff are completing and submitting on time NC-TOPPS interviews
- This person is also responsible for removing NC-TOPPS access to any staff who has left the agency or are no longer in a position that requires NC-TOPPS access
QP
- QPs are responsible for completing all interviews with members
- Interviews are conducted face-to-face with the member
- NC-TOPPS updates are conducted and submitted timely
Data Entry Users
- Agencies can have designated staff who have the responsibility to enter NCTOPPS interviews into the web-based system
- These staff are not typically QPs and do not conduct the NC-TOPPS interviews with the Members
- If your agency does not have DEUs, then the QP is responsible for submitting NC-TOPPS interviews
- If the DEU enters the NC-TOPPS into the system, the QP who conducted the interview must sign the hard copy
Data confidentiality
- Confidentiality of a member’s health information is protected under North Carolina laws and federal regulations
- PHI is only shared between persons with a legal right to the information
- Members may have access to their NC-TOPPS information upon request
